The Bylaws Amendment Process and How You Can Impact the Association

Bylaws are rules adopted by an organization chiefly for the government of its members and the regulation of its affairs (Merriam-Webster).

Proposals to amend OPA's Bylaws shall be made in support by five (5) Active Members of the Association. Such proposals shall be submitted to the Executive Director not later than sixty-five (65) days prior to the Annual Meeting of the Association. Such proposals shall be considered by the Resolutions and Bylaws Committee which shall support or oppose such proposal, or offer amendments to it, or have no recommendation. The deadline for proposals is February 1, 2026. The Executive Director shall cause notice of all proposed amendments to these Bylaws to be given to the members of the Association not later than thirty (30) days before the Annual Meeting of the Association. Such notice may be waived by an action approved by a three-fourths (3/4) vote of the House of Delegates acting at a meeting.  The notice shall contain the entire text of the proposal. The Chair of the Resolutions and Bylaws Committee shall prepare a synopsis of the proposed amendments to accompany the text.

Any amendment to the Bylaws shall be approved by a two-thirds (2/3) vote of the Delegates present and voting at a meeting of the House of Delegates.
